Mandate The Committee discusses draft laws and other acts and issues related to the Ministry of Labour, the Family, Social Affairs and the Disabled. Special attention is given to the following issues: problems of the disabled, monitoring and assessing their status and proposing measures for improving their status; family policy and protection of the family; the exercise of human rights and freedoms related to economic and social rights.
Membership The Committee comprises 15 members: the Chair, the Deputy Chair (2) and 12 members. The National Assembly establishes the Committee, defines its tasks and elects its Chair, Deputy Chair and members by an ordinance at the beginning of the legislative term.
Working methods The Committee discusses draft laws and other acts referred to it by the President of the National Assembly. It deals with certain issues at its own initiative or on the proposal of Committee members and State and other institutions. Committee meetings are normally open to the public. In order to obtain additional information on a certain issue or act, the Committee may organise public hearings and invite the representatives of the public to present their views. Consultations aimed at obtaining additional information may also be organised by field visits. It may require government officials to provide data or a report on how certain laws or their provisions or other regulations are implemented and whether there are problems and irregularities arising from their implementation that imply the need for the amendment of such laws. The Committee publishes its reports, the texts of proposed amendments to laws, and where necessary, other documents in the Parliamentary Gazette. Summaries of these and summaries of public hearings on issues which are of interest to the general public may also be published in the media or press.
Relations with other parliamentary bodies The Committee is responsible for the scrutiny of the work of the concerned ministries. It cooperates with other bodies when interested in issues falling within their competence. It may deliver opinions. If the body responsible does not accept these opinions, the Committee's rapporteur may present the issue at a session of the National Assembly.
Relations with external bodies The Committee cooperates in particular with the ministries mentioned above, with the Government Office for the Disabled , the representatives of institutions directly dealing with the issues concerned, and with experts and representatives of the public who are sometimes invited to its meetings.
Subjects dealt with During the discussion of the draft law on organisations for the disabled which lasted more than 10 hours, the Committee also invited to its meeting the representatives of such organisations. Around 40 representatives attended the meeting, which, given the complexity and sensibility of the issue, proved to be an extremely demanding task for the Chair and Committee members when debating and taking decisions. During the meeting, the representatives requested support for their proposals to amend the proposed solutions. Some of these proposals were subsequently accepted by the Committee and presented as Committee proposals.
